Defect Id: IPE-2784

A new WIS RPC call to improve the performance of retrieving the work item
index has been added.

Defect Id: IPE-2785

TIBCO iProcess Objects Server now uses a new interface
salq_list_sfinditem to retrieve the work item index and improves the
performance of SSO operations including lockitem, unlockitem, releaseitem,
keepitem, forwarditem, and undo.
