The hotfix can be downloaded from the TIBCO Support ftp server, support-ftp.tibco.com. Please use your eSupport username and password to access the server. After connecting, go to /available_downloads/CollaborativeInformationManager/CollaborativeInformationManager/8.2.1/hotfix-07/  to download the hotfix.
This .tar file also has the Readme file inside. Please untar the file and look for the Readme file for Instruction on how to apply the hotfix.

The defects fixed in CIM 8.2.1 Hotfix 7 are:

CIM-12589
While deploying the repository model from TIBCO Collaborative Information
Manger Studio 3.1.0, the output map got deleted from TIBCO Collaborative
Information Manger 8.2.1.

CIM-12544
If TIBCO Collaborative Information Manager was configured with LDAP and
a user logged in using the LDAP credentials, password entered was
visible in elink.log.

CIM-12543
In Relationship tab, the parent record did not show drop-down with
child record if the child record was effective and parent record was
future dated.

Create user webservice with @ special character returned error response
when used within &ltUserName> tag.

CIM-12530
In EvaluateRulebase activity, the order of elements of arraylists was
not maintained when activity outputs arraylists of different sizes.

The disconnect action did not work for reverse relationship when used
from EvaluateRulebase activity.

On clicking the workitem ID in the Inbox, the approval page did not
get displayed. This happened if rulebase failed to hide the
quick viewable attributes for Related Record.

In getEntitlementAction webservice response, the resourcetype
attribute returned NULL value for a classification schema element.

CIM-12413
While viewing, modifying or adding a record with Future Effective
Date, the date format was in the different format than defined in
the user account.

CIM-12404
While adding a new record in a repository, IndexOutOfBoundsException
was displayed in elink.log and the record was not stored in cache.
However it did not have any business impact but had performance issue.

CIM-12099
Synchronization with RecordState as "All" was terminated with
NullPointerException.
