Allocation Algorithms

Tiered Component priorities can now be disabled from the Broker Config page.
These priorities provide a way for the allocator to distribute Engines to
Components when an Engine deficit exists. This can cause unnecessary shuffling
of resources when an Asset Manger exists that can add new Engine instances on
demand.

The GV property for specifying global variables during TIBCO BW Enabler archive
deployment no longer fails when a property value contains a base64 encoded
character or obfuscated password. For example, "GV=TEST=123=45, TEST2=13" is now
valid and will parse to 'TEST=123=45' and 'TEST2=13'.
