Allocation Algorithms
FS-8863
Components using the FaultToleranceFeatureInfo will no longer be deallocated
when one of the running Engine instances goes away.
Broker
FS-9005
'Needs Upgrade' for hosts will no longer be reset by a Broker restart.
Logging
FS-8960
Enabler deactivation codes are now logged on the Broker and Engine at INFO
level.
