The hotfix is a total product replacement package.

RED-247 - Critical
Shared Buffer Pool does not always signal listeners to receive messages.
A timing issue related to signaling receivers waiting for messages in a shared
buffer pool, prevented all message from being consumed timeously. This problem
is related only to shared buffer pools and has been corrected.

Follow the instructions in the README supplied as part of the
Hotfix package.
If necessary, please open a service request with TIBCO Support for assistance installing this Hotfix.
Obtaining the Hotfix

To download the hotfix, go to ftp://mft.tibco.com.
You may access the site using your FTP/SFTP client of choice, command-line FTP, or HTTPS (at https://mft.tibco.com).
You will be prompted for your userid and password, the same as required to open a Service Request.
Select available_downloads
Select Mainframe
Select RED
Select 2.2.0
Select hotfix-1
You should then be able to see and download the fix and the associated readme file:

TIB_mfred_2.2.0_readme_hotfix01.txt
Hotfix package.
