A department user with UpdatePGPKeyRight could not add PGP public key.

When executing a scheduler job to upload a file from Internet Server to LOCAL
server, if the LOCAL server enabled PGP encryption, the transfer was successful
but the file was not PGP encrypted.

When uploading a file through an SCP client to a Linux SSH server, if the file
size was greater than 1 GB, the transfer failed intermittently.
*Note: There is an issue with some SSH clients, including FileZilla. When an
SSH transfer takes longer to complete than the SessionTimeout value defined
in the web.xml file, the SFTP client may incorrectly display the following
messages:
"Server sent disconnect message"

The transfer execution is not impacted and other transfers can execute after
