You can download this HotFix from the TIBCO Product Support ftp server, mft.tibco.com. You will need to provide your TSC (TIBCO Support Central) credentials. Your username is your email address to access the server.
Please note you should use an FTP or SFTP client or command-line FTP. TIBCO employees must use a secure protocol.

The TCP receiver failed to establish a session if an exception occurred during
socket creation.
A property has been introduced for this. Set the property
"bw.plugin.tcp.retryListeningOnError" to "true", to enable this fix. The
default value is "false".

TIBCO ActiveMatrix BusinessWorks service agent returned the "WS Security Error: 4
com.tibco.spin.soap.processors.SoapProcessingException: WS Security Error: 4"
error for invalid value type security token.
A property has been introduced for this. Set the property
"bw.plugin.soap.security.lessRestrictive" to "true", to enable this fix. The
default value is "false".
