SF-9868
Fixes the unintended removal of Components due to duplicate processing of the
GridlibChange event. Adds the "Monitor GridLib Changes" config property at
Config > Broker > Resource Deployment > Broker Settings. The default value is
"true". If set to false, it will ignore Grid Library changes directly happening
in the file system.

Fixes intermittent NullPointerExceptions thrown during allocation of Components.

Synchronized the file operation while unpublishing a Component to avoid an
IOException.

Fixes an issue where changing the Authentication Mode from "LDAP" to "Internal
DB" would not take immediate effect and required a Broker restart.

Fixes an issue where one corrupted Grid Library was causing all other Component
modifications to fail.
