Unable to connect to GP Web Services after applying GP 2019 Year-End Update

After recently installing the Microsoft Dynamics GP - 2019 U.S. Year-End Update, you may receive the following error connecting to GP Web services with the TIBCO Scribe® Online Connector For Microsoft Dynamics GP:

Error: An exception occurred that the exception subsystem was unable to log. Consult your System Administrator.

Issue/Introduction

This article provides information regarding the following GP Web Services Connection error received after installing the Year-End update: "An exception occurred that the exception subsystem was unable to log. Consult your System Administrator."

Resolution

If your connection was working prior to installing the GP year-end update but fails after the update with this error, you may need to apply a patch provided by Microsoft.  Please open a support case with Microsoft to report the issue.  Microsoft will provide the patch and instructions to resolve this issue.

Additional Information

Fiddler trace on an on-premise agent reports an "HTTP/1.1 500 Internal Server Error" while testing the GP web service connection.
