Most of the times we have seen customers are unable to launch deployment manager, WebManager and Monitor on HTTPs port (base 9400) Https (9402).
When you notice this issue, please verify if you are able to ping or Telnet 9402 port. If port 9402 is not established than telnet connection will be refused. It means TDV is not launching 9402 port.
To resolve this issue, please verify below configuration for Enabled and set it to TRUE.
