The behavior described is indicative of another application already listening on port 8000 and it doesn't know how to communicate with the Lasso Console. In this case the registry must be modified for Lasso Enterprise to communicate on another port.
1. Just in case, confirm that port 8000 is in use. You can use the netstat command to see the list of ports that have services listening on them.
2. If port 8000 is in use, you must choose a different port number.
a. Run Regedit.
b. Browse to HKLM\System\CurentControlSet\Services\LLWecSvc\WeCAdminPort
c. Modify the default port #.
d. Restart the Lasso Enterprise service.
