Resolution
The log file SWDIR/tomcat/logs/iprocessipe1170adminconsole-stderr.2019-09-13.log contains the entry:
019-09-13 15:06:44 Commons Daemon procrun stdout initialized
Unable to set logger as SWDIR is not set. Please set SWDIR and start IPAC for proper functionality
The resolution is to create the Windows environment variable called SWDIR with the value of iProcess Engine folder
e.g.
Name: SWDIR
VALUE: C:\swserver\staffw_nod1
Create the environment variable and start the iProcess AdminConsole Windows service
