Resolution
Possible registration error codes and what they represent:
-1 - Communication Failed (see this article)
103 - Error initializing component
104 - Memory allocation failure
105 - Communications failure
106 - SOAP initialization error, probably MSXML problem
107 - SOAP memory allocation failure
108 - SOAP error in generating response
109 - SOAP error while connecting to server
110 - SOAP error while sending request
111 - SOAP error at server
112 - SOAP server returned fault information
113 - SOAP error processing server fault information
114 - SOAP error receiving response from server
115 - SOAP error processing response from server
Errors 103-110 indicate possible problem with the computer's ability to instantiate the registration object. A reboot is advised. If that does not resolve the issue, then ensure that all Windows updates and service packs have been applied and try again.
Errors 111-115 indicate a problem on server. Contact user in charge of the registration server.
